[Mulgara-general] Mulgara 2.0.3 release

Mulgara 2.0.3 has been released.

This release provides some small updated for SPARQL compatibility, and
some new functionality:
- xsd:dates and xsd:decimal (and its subtypes) are now SPARQL compatible.
- JRDF has been integrated into the source tree.
- Initial release of XA 1.1. This is an incremental improvement over
XA 1 while we wait for XA 2, and it provides better loading speeds for
large data sets. Backup/Restore is not yet supported.
