[Mulgara-dev] Version 1.1 on the way

OK, from my perspective 1.1.0 is ready for release.  It's all up  
there, and is just waiting for a link from the main page and an  
announcement for it to go ahead.

I would have formally released it, but I shouldn't ignore David's  
offer to do a legal review.  However, since no new libraries have  
gone in, and I believe that the only checkins were legitimate, then I  
can't see how there'd be a problem (presuming that version 1.0.0 was  
fine).

Anyway, the moment I hear that it's OK, I'll link to it on the main  
page, and formally announce it.
