[Mulgara-general] Mulgara 2.1.12

Mulgara 2.1.12 has been released.

This is a minor release to get out some requested features and changes:

- The transitive predicate operators * and + are now supported in SPARQL.
- Decoupling of web services to allow the server program
(EmbeddedMulgaraServer) to compile without access to servlet jars.
- Minor bugfixes.
