[Mulgara-dev] ProtocolServlet.java

FYI I've got a couple of fixes in the works for ProtocolServlet.java, so
please let me know if you want to work on this file so we avoid duplicated
effort.  I need to do some more testing and make the code readable before I
upload a patch.

In particular:

* make POST update rather than replace
* a query against a non-existent graph throws an uncaught exception.  It's
possible my changes have caused this but it seems somewhat unlikely.  I've
added some code to doResponse to verify the graph exists before executing
the query.
