[Mulgara-dev] Mulgara code freeze

This is a formal announcement of a Mulgara code freeze.

All authorized developers have stated that we have the required
changes for an initial release, so this code freeze will mark the
point where we can make our first release.  We can now move into a
short testing cycle, and we still need to ensure that all the
documentation is in order for the fork.

All going well, we should have a formal announcement of a release in
the next week.
